INTRODUCTION
The first Headquarter manages the affairs of safe maintenance for the important financial
institutions and each reservoir related to the national welfare and the people's livelihood
(including the power station), water-supply station, etc. by appointing police forces to all over
Taiwan, Penghu, Jinmen area to defend the safety of the station organizations as the main
mission, and cooperate with the station organizations in investigation and banning which the
mission character is very special and important. Over the years, all policemen always do the
best to hold their working position to complete every mission that the superiors consigned.
STATEMENT OF PRESENT SITUATION
1. Frame of organization
According to the organizational regulation of the first Headquarter, this Headquarter has 2
sections (police administration section and rear service section), 4 offices (superintendent
office, protecting and defending office, personnel office and accounting office), 1 center
(command center of the duty) and 6 field personnel teams (the policemen of the first team and
second team were evacuated on December 31, 2004); in addition, established 2 mission
temporary organizations (the secretary office and information office) for business
requirements. (Enclosed is the file 1 “The organization system form”).
2. Business duty
According to the item No. 1 of the article 2 of the organizational regulation of the first
Headquarter, this Headquarter manages the following affairs： (1)The original Taiwan Province government-owned assigns the dispatch of security guard to
every organization, business institution and special state-operated business institution of the
Central.
(2)Protections against the damages of properties and equipments of stationed organization,
orders maintenance and personnel safety.
(3)Assistance in the investigation of violation of social order maintenance law and criminal
case of the personnel of stationed organization.
(4)Assistance in the banning affairs of violation of industrial and mining ordinance.
(5)Investigation into the affairs assigned by stationed organization.
(6)Other safety maintenance of the affairs assigned by National Police Agency of Ministry of
the Interior.
3. Situation of present manpower configuration and application
(1) Personnel configuration
The legal personnel of this Headquarter are 1045 persons, the budget personnel in 2007
are 345 persons, now in present the personnel are 314 persons, the configuration of
personnel as follows:
1. The budget personnel for the Headquarter are 35 persons, now in present there are 30
persons.
2. The budget police forces personnel for the third team accredited in the Limited
Company of bank of Taiwan are 185 persons, now in present there are 170 persons.
3. The budget police forces personnel for the forth team accredited in this Headquarter
including the Police Telecommunications Office and Civil Defense Headquarter are 17
persons, now in present there are 14 persons.
4. The budget police forces personnel for the fifth team accredited in North Region and
Central Region of Water Resources Agency, Ministry of Economic Affairs, The 1st and
3rd administrative divisions of Taiwan Water Corporation, Taipei Water Management
Office, WRA, MOEA etc. are 63 persons, now in present there are 59 persons.
5. The budget police forces personnel for the sixth team accredited in South Region Water
Resources Office, WRA, MOEA, the 5th, 6th, 7th administrative divisions of Taiwan
Water Corporation etc. are 45 persons, now in present there are 43 persons. |
